The North American bulk power system (BPS) is one of the most critical of infrastructures and is crucial to society in many ways.  The power industry has well established operating procedures in place to address “normal emergency” events (severe weather, human error, and equipment failure) that occur from time to time and disrupt reliability.  The electric system has little or no experience with planning for and responding to high-impact events that have not yet occurred or have a low probability of ever occurring.

NERC Critical Infrastructure Protection (CIP) standards CIP-002 through CIP-009 already address and recognize cyber security risks.  Utilities are being challenged daily by new cybersecurity vulnerabilities and attempted intrusions.

Although no coordinated physical attack or cyber-attack has been successfully executed to date on the North American grid, the bulk power system remains an attractive target for acts of both physical and cyber terrorism.  It is very difficult to confidently determine the potential impact on the reliability of the BPS.  Utilities may need to take additional actions to prevent, deter, detect, and respond to a coordinated cyber-attack.  For more information follow:
